Job Overview: 
The Regional Engineer (Northern California) is accountable for leading the communication and implementation of all corporate and regional objectives relative to the engineering and maintenance operations within FirstService’s Northern California high-rise and portfolio community associations. Additionally, this position will be responsible for collaborating with Vice Presidents, Regional Directors, General Managers, Community Managers, on-site Engineers/Maintenance/Janitorial Teams, and Boards of Directors to deliver exceptional service and solutions that enhance the value of every property we manage relative to industry best practices, regulatory compliance, preventative maintenance, Project Management and Vendor vetting/work scope validation.
   
Compensation: $120K-$140K 
FirstService Residential will compensate the successful candidate in accordance with the posted range. The salary or wage paid to the successful candidate will be commensurate with experience, education, and specific job responsibilities. For positions designated at a client's property, the salary or wage will also be premised upon the client's directive. The base pay range is subject to change and may be modified in the future.  
 
Job Responsibilities:
 
  • Create and lead a Best Practice Committee with onsite engineering, maintenance and janitorial associates.
  • Establish a monthly meeting that fosters uniformity between properties to enhance the development and enhancement of association SOPs in the Northern California market that are aligned with Regional and National SOP’s.
  • Establish and facilitate transition plans for new properties / association acquisitions that require onsite engineering and or maintenance support.
  • Develop and implement safety and preventative maintenance training programs that will develop and provide cross-training for onsite engineering, maintenance, and janitorial associates.
  • Develop and implement recurring training programs and continuous education of property engineering, maintenance, and janitorial associates to enhance expertise within their area of responsibility.
  • Ensure all required facilities and building inspections are current and 100% compliant with all regulatory agencies at all properties within the scope of this position.
  • Verify price points for Utilities, Maintenance Supplies and Repairs, and Reserve Study guidance during Annual Budget preparation with on-site management and Board/applicable Committee Members.
  • Ensure the required training, preventative maintenance, work-order tracking, required inspections and permits requirements are met at all properties.
  • Assist in recruiting strategies to keep engineering, maintenance and janitorial positions fully staffed and support hiring standards.
  • Work with on-site Chief Engineers/General Managers to provide performance feedback for onsite engineering, maintenance, and janitorial associates.
  • Coordinate technical training seminars for onsite engineering, maintenance and janitorial associates and monitor training program completion rates.
  • In conjunction with the Property Solutions department, conduct routine Quality Assurance inspections of assigned properties common areas, administration processes, preventative maintenance program and safety compliance measures to ensure that they reflect and represent the quality of the community and company standards. 
  • In partnership with the onsite management team, ensure qualified Chief Engineers are in place, are productive and training is being provided, proper procedures are being followed, full inventory of maintenance materials and supplies are utilized, best prices for commodities are being obtained,   and that service providers are performing the work as agreed upon.
  • In partnership with the onsite management team, evaluate third-party vendors and contractors’ performance, contract cost(s) and provide provisions for competitive bidding and recommendation for selection.
  • In partnership with the onsite management team, provide recommendations regarding staffing for open engineering/maintenance positions and participate in the hiring process as required.
  • In partnership with the onsite management team, ensure all Emergency Procedure Plans/MSD Sheets are up to date and revised with any staff/contact changes.
  • In partnership with the onsite management team, ensure that all engineering/maintenance associates have a positive and prompt response to all work order requests.
  • Ensure Action Item List is prepared weekly with timebound completion dates, relative updates, and ownership.
  • Attend Monthly/Annual Board Meetings regularly to update community Members on projects, resources and support the Association, as required.
  • Provide oversight of safety awareness and safety reports.
  • Provide a monthly report of activities highlighting non-routine events such as major projects, training received, saving achieved, significant customer services items and issues/concerns.
  • Assist General Managers and Chief Engineers with development of standard operating procedures.
 
Code Compliance
  • Visits all designated properties on a pre-determined schedule and review outcomes with the VP of  Property Solutions.
  • OSHA- Promptly report all incidents, accidents, and/or injuries and provides thorough evaluation regarding cause and effect and implement corrective actions as necessary to prevent further occurrences. Inspect relating to non-complying items and coordinate having corrections made. Implement all OSHA requirements.
  • Review the performance of fire, earthquake, and other disaster drills as necessary to prepare staff and residents for an emergency.
  • Abide by all state and federal safety regulations including OSHA, EPA MSDS, NFPA.
 
Life Cycle Management
  • Monitor Preventative Maintenance Programs in accordance with Regional SOP.
  • Ensure all Preventative Maintenance is completed during specified time frames.
  • Negotiate, develop and facilitate execution of service contracts with assistance from Vice President of Property Solutions/General Manager, as required.
  • Work as a liaison between the regional/local leadership team and property General Managers and Chief Engineers.
  • Oversee and administer uniform Preventative Maintenance program for the reserve components   through the improvement of the “Connect” property management software with a computerized   maintenance management system (CMMS).
 
Utility Management
  • Keep current on state of energy technology related to building systems. Provide recommendations to onsite management teams. Keep current on regulation (and deregulation) relates to utilities.
  • Develop programs for demand control and work closely with regional/state leadership and onsite management teams on energy conservation programs.
 
Procurement Management
  • Aggregate purchasing power by creating regional preferred vendors/service contractors list for best pricing and quality routine service repair. Identify and apply internal and external resources to accomplish goals.
  • Meets with vendors and suppliers to discuss specifications of products and material used for repair   and maintenance activities.
  • Make recommendations of vendors for monthly GM/AGM meeting presentations.
  • Obtain pricing and bids and create cost estimates when necessary and as requested by the Board of Directors.
 
Project Management
  • Works with Vice President of Property Solutions and General Managers/Chief Engineers to identify potential profitable ROI  projects for the Project Management department.
  • Acts as a liaison between the Project Management department and property General Manager/Chief Engineer on eligible capital and reserve projects.
  • Provide support to the onsite management and engineering teams related to renovation and capital projects by performing due diligence and property condition assessments, as required for projects outside of the scope of the Project Management Department.
  • Recommend renovations to address life/safety, environmental, and overall physical needs of the  property. Develop the scope of work, budget, project timetable, and supervise the construction   and renovations work through completion, as required for projects outside of the scope of the Project Management Department.
  • Practice and adhere to FirstService Residential Global Service Standards.
  • Conduct business at all times with the highest standards of personal, professional, and ethical conduct.
  • Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems, and maintain specified level of knowledge pertaining to new developments, requirements, policies, and regulatory guidelines.
  • Ensure all safety precautions are followed while performing the work.
  • Follow all policies and Standard Operating Procedures as instructed by Management.
  • Perform any range of special projects, tasks, and other related duties as assigned.
Supervisor Responsibility:
This position has no direct reports but is part of the leadership matrix supporting the entire Region (California Market, with specific focus on Northern California region).

  • Working knowledge of Microsoft Office applications; including MS Word, Excel, PowerPoint, Outlook.
 
Education & Experience:
 
  • Bachelor’s Degree in Engineering or related field.
  • 5+ years of demonstrated engineering leadership experience, preferably in residential high-rise or high-rise hospitality environments.
  • Certifications / Experience in: HVAC, Plumbing, Fire, Life and Safety, BMUs, Elevators, Pool Filtration, Access Control, and other systems typically found in residential mid/high-rises.
    • cooling towers, water chemical balancing and water source heat pumps
    • boilers, heaters, pumps, valves, appurtenances, and lines used in the distribution of steam and heated or processed water
    • refrigerant compressors, condensers, evaporators, traps, transfer pumps, expansion valves, stop valves and float valves, together with all refrigerant lines and devices used to control temperature
    • fire life safety systems including fire sprinklers, fire pumps, smoke exhaust fan systems, damper controllers, variable frequency drives, control centers and security systems
    • air compressors, together with distribution lines and all valves and devices for air control
    • water filter, softeners, piping and pumps used in conjunction with water distribution including all sinks, toilet bowls, supply lines, drains and water lines
    • emergency power generation systems - testing and log readings
    • sanitary sewer systems, including sump pumps, basins, water closets, urinals and piping.
  • Possess some or all of the requisite licenses and permits required by local laws and ordinances to operate, repair and maintain facility equipment and systems.

  • Must be able to bend, climb, stoop, crawl, twist, walk and use their extremities including wrists and fingers.
  • This position will primarily be remote with a home base located at the San Francisco office (subject to change).
This is a full-time position with typical scheduled hours, Monday through Friday, 8:00 a.m. – 5:00 p.m.  May be required to work overtime as needed and approved by supervisor, including occasional evening meetings.  Consistent and regular attendance required.
 
Travel:
 
  • 60-80% of your time will be spent at various client sites including, but not limited to, the San Franscisco Bay Area and San Jose regions. The majority of your visits will not require overnight stays; but some overnight travel will be required.  Occasional overnight visits may also be required to provide ad-hoc support to the Southern California region.
 
Tools & Equipment Used:
 
  • Must have a valid California driver’s license
  • Must have own reliable transportation
  • Knowledge and experience with the various tools, material and equipment required for this maintenance and engineering discipline.
